미국 대학원에서 이공계 석사학위를 취득한 유학생들에게 즉시 영주권을 부여토록 하는 이민문호 확대법안의 입법화에 청신호가 켜졌다.

연방 하원은 지난달 28일 경쟁력 강화를 위해 과학기술 분야(STEM) 이공계 전공 외국인 인재확보를 권고하는 내용을 포함한 ‘미국 과학기술 경쟁력 향상 법안’(H.R. 5116)을 찬성 262표, 반대 150표의 압도적인 표차로 통과시키고 법안을 상원으로 송부했다. 이 법안은 현재 상원에서도 초당적인 지지를 받고 있어 이변이 없는 한 조만간 통과될 것으로 예상되고 있다.

    좀 찾아 보니, Provides for an immediate green card for non-US students with an advanced degree from a US institution of higher education in the so called "STEM" fields of science, technology, engineering or mathematics, and who have an offer of employment in the field related to their degree from a US employer.

    대략 이런 내용 입니다. 졸업하고서 관련 직장을 잡을수 있는 사람들에게 기회를 준다는거군요.

      근데 어찌 되었건 미국에서 Immigration Reform 이란건 함부로 할 수가 있는게 아닙니다. 지금 이런 말이 나온다고 해도 당장 실행되는게 아니고, 법안이  대통령이 사인 될때 까지는 확실한게 아닙니다.

      법안의 내용 자체가 전략적입니다. 가정이지만 중국 등의 인구수에 맞서기 위해 STEM 인맥풀을 광범위하게 구축하겠다라는 것이 법안의 전략적인 내용이니 영리한 오바마가 사인을 하지 않을리가 없죠. 법안의 내용이 사실이라면 오바마가 사인한다에 백원 걸겠습니다.

    여기서 Amendment 650 인데요.

    이거 보면 "Sense of Congress" 라고 나옵니다. 이것이.. Sense of .. 가 되버리면 법안이 통과 해도 법이 되는게 아니라, 그냥 Congress 가 정치적으로 "권고"를 해보겠다는 의미 일껍니다.

    그러게 되면, 이 기사를 쓴 미국 한국일보 기자는 항상 그렇것 처럼 (미국에서 사시는 분들은 제 말이 뭔지 아실듯), 희망적인 얘기를 부풀려 써본 글(소설) 입니다.

    고로  이 기자 대어 잡았습니다.

      위에 기사를 보니깐 "권고" 라는 단어도 들어가 있네요. 머 하여튼 Sense of Congress 가 되버리면 통과 되도 법이 아닙니다.

    * Last Friday, the House passed a bill "The America Competes Reauthorization Act of 2010." This bill included an immigration provision which was sponsored by Re. Jeff Flake of Arizona by H.Amdt. 650 79. This provision recommended retaining of graduate-level talent trained at American universities in STEM fields for enhancing the competitiveness of American businesses. This legislation received a strong bi-partisan support. Please stay tuned to this website for further information and development of this legislative bill in the Senate. The Senate is currently on recess and will return on June 7, 2010, Monday. There is no information available about the Senate schedule to take up this bill, but considering a strong bi-partisan concensues on this legislation, it may not take too long before the Senate acts on this bill.

    It is the sense of Congress that retaining graduate-level talent trained at American universities in Science, Technology, Engineering, and Mathematics (STEM) fields is critical to enhancing the competitiveness of American businesses.

    I spoke to lawyer regarding this bill and he said this was a good first step. Anyone who gets masters degree and a dependent of a applicant of EB1 EB2 or EB3 under 245i and under a backlog can streamline the process. Those who are independent might get separate EB category. Its suppose to most likely to pass in the senate as well.

    Mr. FLAKE. I thank the Chair. I believe this amendment is noncontroversial in nature. It merely adds sense of Congress language to the bill expressing that, ``retaining graduate-level talent trained at American universities in STEM fields is critical to enhancing the competitiveness of American businesses.''

    According to the National Science Foundation, foreign students receive about half of all doctorates in engineering, mathematics, computer sciences, physics, and economics that are awarded in the United States. Unfortunately, growing backlogs in processing applications hamper the flexibility of U.S. employers to hire foreign-born talent with advanced degrees from American universities. These hurdles affect even doctoral graduates in STEM fields trained at U.S. universities, who either return home or seek employment in a country with a more welcoming immigration system. The loss of Ph.D. talent, trained at U.S. institutions and due to immigration redtape, to our competitors makes little sense, and it harms our economy.

    Researchers at Duke University and the University of California-Berkeley found that from 1995 to 2005, more than a quarter of engineering and technology companies started in the U.S. had at least one foreign-born founder, and in 2006, these companies employed 450,000 workers and produced $52 billion in sales. This amendment is supported by COMPETE America, American Council on International Personnel, and TechAmerica.

    I urge its adoption. This is important. We need to ensure that our economy is competitive moving forward, and we need to ensure that we have graduates in these STEM fields who can be here and lead these research efforts.

    This amendment recognizes the importance of attracting and retaining the best and brightest young scientists from around the world here to the United States. The ability of our Nation to innovate and to compete in a global economy is built on a foundation of basic research. Our universities' postdoctoral fellows, master's and Ph.D. students serve as the engine that drives our research enterprise. It is essential that we retain these STEM workers in the U.S.

    I urge my colleagues to support this bipartisan amendment, which makes a bipartisan bill even better, and I think it's the reason, Madam Chair, that this bill has received so much support. Over 1,000 major organizations and companies have endorsed this bill. The U.S. Chamber of Commerce, the National Association of Manufacturers, the Information Technology Industry Council, the Business Roundtable, the Council on Competitiveness, the National Venture Capital Association TechAmerica, TechNet, Technology CEO Council, Telecommunications Industry Association, Energy Sciences Coalition, the Biotechnology Industry Association, on and on and on. So this is a good amendment to a good bill, and I urge its adoption.

    Mr. FLAKE. I thank the gentleman, the chairman of the committee, for agreeing to accept his amendment and for his support of this initiative, and for the ability of our economy to keep those who will help lead them into the future and help ensure that jobs stay here as to the extent possible. I urge adoption of the amendment.
