IEEE presses Congress to protect engineers' jobs

MANHASSET, N.Y. — Expressing alarm over soaring EE unemployment, the IEEE-USA called on Congress this past week to rethink H-1B visas and other mechanisms that render American engineers a "disposable labor commodity."
In a letter to every member of Congress, the professional body specifically decried "management practices that make engineers' jobs less secure and careers in engineering increasingly untenable."
The letter, signed by IEEE-USA president LeEarl Bryant, went out only days after U.S. Labor Department figures confirmed that the EE jobless rate shot up 13 percent during the second quarter, to 34,000. That raised the unemployment rate for the group to 4.8 percent, up from 4.1 percent in the first quarter.
The numbers sparked an outcry in the profession that spread well beyond IEEE-USA's walls in Washington. Some suggested this past week that the Labor Department numbers, while the best measure of the data available, don't tell the whole story. A former member of IEEE's workforce committee, Robert Rivers, an EE for 49 years, maintained that the actual total of what he called "displaced EEs" is more than three times as high as the Labor figure.
Rivers said he was basing his estimate on a study he conducted several years ago of Labor Department joblessness statistics.
In her letter to Congress, IEEE-USA's Bryant charged that EE unemployment, which she said hit an "all-time high" in the second quarter, is "not a short-term or cyclical phenomenon but represents a more fundamental paradigm shift in engineering utilization that has potentially negative impacts for our nation. The corporate management mantra 'better, faster, cheaper,' is predicated on 'flexible labor markets.' "
In technical fields, said Bryant, labor flexibility "is a euphemism for hiring foreign guest workers, increasing use of temporary workers and outsourcing engineering work overseas."
As a result, she said, "U.S. engineers are finding it harder and harder to find new jobs" after a layoff.
Bryant called on Congress to "take a closer look" at the H-1B temporary visa program, which allows companies to import foreign engineers for specialized jobs, and at other practices that "encourage corporate management to treat U.S. engineers as a disposable labor commodity rather than an essential investment in our nation's future."
In an interview with EE Times, Bryant urged EEs to be a "squeaky wheel" to put the issue on the government's radar.
"We need them to visit their Congressmen and women at the local level and put pressure on them to hold hearings [on the issue]," she said.
Meanwhile, another professional group, the American Engineering Association, backs a congressional effort to cut the number of foreign workers who can be hired under H-1B.
